Fleets?

Involuntary creation with automatic ship assignments.

First I wanna say that the Beta5 build is impressive & represents the energy & commitment the GM/Devs are pushing forward, and it is appreciated.

I'm only on turn 65 and apparently after building a few ships fleets are created involuntarily & automatically. Suddenly a turn msg appears stating "Idle ship". When the circled fleet is clicked & the idle ship is selected (circled in red), the "manage", create fleet", and "disband fleet" options are all disabled! The "idled" ship is my constructor & I can't order it to build a starbase at a rally point. Must I decommission the whole fleet and the ships in it? Will someone give me a clue?
